DeKalb council approves routine funding, vehicles, licenses and plats in omnibus session
Summary

The DeKalb City Council used omnibus and individual roll-call votes on Jan. 12 to approve a series of routine funding agreements, capital purchases and development approvals.
Council approved four recurring funding agreements in an omnibus vote, including payments to the DeKalb County Economic Development Corporation (FY26 funding), the DeKalb County Convention & Visitors Bureau (tourism activities), the DeKalb Chamber of Commerce (community event facilitation) and a payment to the DeKalb County Community Foundation on behalf of the DeKalb Municipal Band. The council also approved Resolution 2026-005 (a one-year $20,000 grant to Opportunity Cal to support a community business academy).
Other approvals included a one-year resolution (2026-006) to fund the police social-work co-response program (covered in a separate article), Resolution 2026-007 authorizing purchase and upfitting of four police vehicles (total not to exceed $266,080), Resolution 2026-008 granting a conditional package liquor license for Prime Plus Liquors LLC (1352 East Dresser Road, subject to state and fire/life-safety approvals), and Resolution 2026-009 increasing the authorized amount for Badger Meter purchases to $94,520 to accommodate higher-than-expected meter replacements.
On land use and development, the council approved on first reading (and waived second reading) an amended final development plan and final plat for Safe Passage at 217 Franklin Street (Ordinance 2026-001) and approved preliminary/final plans for 145 Fisk Avenue (Ordinance 2026-003) with second reading waived. The council tabled/postponed consideration of rezoning and a special-use permit for a private therapeutic day school at 315 North 6th Street (Ordinance 2026-002) to the next meeting to allow for additional staff review.
