Vacaville council backs study of downtown entertainment zones and parklets, asks for streamlined permits

The Vacaville City Council on Jan. 13 voted to direct staff to begin community engagement and draft ordinances to establish entertainment zones and a permanent parklet program in downtown Vacaville.

Staff framed the proposals around SB 969 (2024), which allows local governments to designate entertainment zones where licensed businesses may permit outdoor alcohol consumption within a defined public zone under local rules. Staff presented examples from other California cities and described typical ordinance elements: zone boundaries, days/hours of operation, permit/insurance requirements, management plans, enforcement protocols and required coordination with police for health and safety mitigation.

Councilmembers emphasized minimizing permitting burdens for small businesses. Vice Mayor Michael Silva asked that routine, recurring activations be covered by a one‑time program approval rather than repetitive event permits. Police Chief (present) said he supports revitalizing downtown but urged caution: staffing and safety plans are necessary and a trial/sunset period for any permanent zone may be appropriate. The chief recommended strict operational limits (for example, restricting glass and late‑night hours) and suggested management plans include security, lighting and camera strategies.

Council voted to proceed. Staff will conduct outreach with downtown businesses, community stakeholders and law enforcement and return to council with proposed ordinance language and management plans (staff tentatively cited May 2026 for return).
