The Syracuse City Planning Commission on Jan. 14 approved a resubdivision that will divide a single lot at 922 Willis Ave into two separate parcels, allowing each of the two existing residential structures to sit on its own lot. The commission approved application R‑2562 with three special conditions.
Attorney Heather Lamadola of Barclay Damon, representing owner Gary Shire, told the commission the family's homes date to the late 1890s and that the resubdivision map incorporated feedback from the city zoning office on lot size, frontage and setbacks. "My name is Heather Lamadola. I'm with Barclay Damon at 125 East Jefferson Street here in Syracuse, New York," she said, and introduced Mr. Gary Shire as the property owner.
The commission's approval is contingent on three conditions the mover read into the record: the applicant must (1) file the resubdivision map for R‑2562 in the Onondaga County Clerk's Office within 62 days of approval; (2) remove two asphalt driveways shown on the submitted resubdivision map to prevent illegal front‑setback parking; and (3) remove an existing encroaching fence on Essex Street from 922 Willis Ave. A commissioner stressed some remaining nonconformities would persist because of continuous residential use but noted other nonconformities will be eliminated as part of the plan.
Commissioners also asked about items on the environmental assessment form. Lamadola said the EAF mapper sometimes auto‑populates entries and cautioned that a flagged "presence of a bald eagle" entry may reflect the form's automatic fill rather than a confirmed nest on the site: "When you fill out the form using the EAF mapper, it automatically fills that in." The commission reviewed Parts 1 and 2 of the EAF and a commissioner recommended a negative declaration, which the commission adopted by voice vote before taking final action on the resubdivision.
A finance note that unpaid taxes from January and April 2025 were flagged was raised during questioning; the commission did not record further conditions tied to that item on the record. No members of the public spoke for or against the application during the public‑comment period. The resubdivision motion was seconded and approved by voice vote. The commission moved on to its next agenda item following the vote.
