At its Jan. 13 meeting the Indian River County Board of County Commissioners handled several administrative and quasi‑judicial items in addition to the major planning and legislative matters.
Tax collector break room renovations: Staff presented a proposed midyear budget amendment of approximately $95,000 to renovate and relocate the tax collector’s 552‑square‑foot break room and associated plumbing. Nancy Bunn, assistant county administrator, said moving the break room would require additional plumbing work; commissioners asked staff to seek price reductions where possible. The board approved inclusion of the project in the upcoming budget amendment.
Hyres Property LLC rezoning: The board approved rezoning roughly 18.08 acres from A‑1 to RS‑3 to bring the parcel into conformity with its L1 future land‑use designation. Patrick Murphy explained staff and the Planning and Zoning Commission found RS‑3 compatible with surrounding neighborhoods and estimated a likely conventional yield of about 32–36 lots after setbacks and infrastructure constraints. Applicant representative Dan Soro said the conceptual plan yielded about 32 lots.
Children’s Services annual report and needs assessment: Community Services Director Cindy Emerson and Meghan Kendrick presented CSAC’s annual report and the 2026 needs assessment update, reporting over 21,000 program touchpoints countywide and priority needs including improved access to mental health, affordable early learning, and youth mentoring. The board accepted the annual report.
Value Adjustment Board leadership: As required, the board confirmed commissioners who sit on the Value Adjustment Board and elected Commissioner Fletcher as chair and Commissioner Erman as vice chair for the coming year.
Each item carried either by voice vote or the motions read into the record; staff will advance the tax collector renovation through the budget amendment process and complete necessary follow‑up on the rezoning and CSAC priorities.
