The Indian River County Board of County Commissioners voted Jan. 13 to approve a rezoning request for an 18.08-acre parcel submitted by Hyres Property LLC, changing the zoning from A-1 agricultural to RS-3 single-family residential.
Patrick Murphy, the county's chief of long-range planning, told the board RS-3 is appropriate for the parcel's L1 future land-use designation and that staff found no conflicts with the county's land-development regulations. Murphy said the site lies within the urban service area and is surrounded by RS-3 subdivisions to the east and north.
Commissioner questions focused on traffic and the difference between theoretical build-out and realistic yields. One commissioner noted a theoretical maximum of about 54 units under a three-units-per-acre calculation; staff and the applicant said actual development constraints would lower that number. Ryan Sweeney, assistant planning and development services director, said site constraints and code requirements make a full three-units-per-acre yield unlikely and estimated a practical yield closer to 35—6 units; the applicant's representative said a conceptual plan yielded about 32 lots.
Dan Soro, representing the applicant, told the board the request follows the pattern recommended after a previously denied planned-development proposal and would bring the parcel into conformity with the county's comprehensive plan.
Commissioner Adams moved approval and the motion passed unanimously after a voice vote. The board will continue to consider subdivision or site-plan details at subsequent application stages, where traffic and engineering issues will be evaluated.
