Indian River County commissioners voted Wednesday to adopt the 2025 comprehensive plan Evaluation and Appraisal Report (EAR) amendments and transmit the package to the state for expedited review.
Patrick Murphy, the county’s chief of long range planning, told the board the EAR is "our guiding document that really maps out how the county's gonna grow in the future," and reviewed the public outreach and review timeline beginning with workshops in late 2023 and culminating in transmittal to Florida Commerce last fall. He said Florida Commerce identified two proposed policy changes the agency deemed in conflict with Senate Bill 180; the county removed those two policy revisions from the package before final adoption.
Murphy outlined statutory steps: transmittal occurred on Sept. 19, 2025, the county had 180 days to hold a second public hearing and adopt, and the county must send all adopted amendments and supporting materials to the state land‑planning agency within 10 working days after adoption.
Commissioners discussed the long review process and the flexibility to revisit plan elements later. After an offered motion and no public comments during the hearing, the board voted to adopt the EAR amendments. The chair announced "Aye" and "the motion carries," and the clerk recorded Commissioner Moss as opposing the motion; no other votes were recorded on the public record.
The board directed staff to transmit the adopted amendment package to the Florida Department of Commerce and to respond to any deficiency notices the state issues during the agency review window. Under the expedited review process the amendments do not become effective until 31 days after the state notifies the county that the package is complete.
The adoption is a procedural step that allows the county to move forward with implementing elements of the comprehensive plan; specific rule or code changes that implement those elements may be brought back for separate public hearings and review.
