President Chapa called for a motion to ratify appointments; a motion and second were recorded and trustees voted in the affirmative. The chair announced, “All trustees voting in the affirmative, the motion carries 7 to 0.” Later the board moved and seconded approval of the consent agenda and the chair said the consent agenda carried unanimously.
