Multiple nonprofit and service organizations presented budget requests and program highlights during the Winneshiek County meeting, asking supervisors to maintain or continue prior funding levels.
Kristen Spartwell, director of the Decorah Public Library, described completion of a three‑year strategic plan and recent grant wins, saying the library “secured $40,000 in grant funding to support access technology and facilities improvements.” She reported 459 programs with more than 13,000 participants last year, growth in adult programming and a voter‑approved $1.13 million maintenance bond for critical infrastructure. Spartwell asked the county to maintain the per‑library contribution at $3,000, noting the amount has outsized impact for smaller libraries in the county.
Dina Hageman of RSVP (Retired and Senior Volunteer Program) said Winneshiek County volunteers provided over 20,000 hours of service, representing a large share of the program’s regional volunteer base; RSVP requested the same level of county funding as last year, $15,000.
Representatives from Winneshiek County Development/Tourism requested $95,000 (level with recent years) to support marketing, visitor data and housing pilot projects with Decorah Jobs. An RC&D representative asked for $12,000 in county support and an additional $2,000 for Upper Iowa watershed monitoring, outlining long‑running water‑quality sampling that the group said has helped secure larger conservation funds.
Board members asked standard clarifying questions about grant sources, interlibrary cooperation and hotspot circulation; presenters emphasized program leverage of county dollars and the difficulty smaller libraries and rural services face with staffing and digital resource costs. No formal motions on these funding requests were recorded in the meeting; presenters were asked to follow up as the board finalizes budget decisions.
