Council approves first reading to rezone small parcel at 250 Progress Street for mobile-home park access

Sumter County Council approved the first reading of a rezoning request for a small parcel at 250 Progress Street at its Jan. 13 meeting.
Helen Ruben of the planning staff described RZ 2522 as a request to rezone 0.19 acres of a larger 3.2-acre tract formerly zoned Light Industrial Warehouse to General Residential. The applicant is represented by Andy Mills; the owner is UMH Properties Inc. Planning staff said the rezoned sliver is needed to create a secondary access to Iris Winds Mobile Home Park and to meet separation requirements set by the Department of Transportation. "This is clearly a concept plan at this time," Ruben said, adding the full development would require major site-plan review.
Ruben said the area proposed for rezoning is shown on aerial imagery and is the smallest area necessary to make the proposed driveway functional. The tract is identified in the county's 2040 Comprehensive Plan as industrial preservation land, but staff concluded that, because the parcel abuts existing general residential zoning and is a small area, approval was reasonable. The planning commission recommended approval.
The council moved and seconded first reading and approved by voice vote. No public testimony was recorded on the item during the meeting.
The rezoning approval advances the applicant's conceptual plan for expanding Iris Winds Mobile Home Park; any future development will proceed through the county's site-plan and permitting processes.
