Board adopts UDO amendment establishing Technical Review Committee
Summary

Staff asked the board to adopt a text amendment to the Unified Development Ordinance to add a Technical Review Committee and codify an existing internal review practice. The proposed section would set a standing weekly schedule for technical-review meetings, identify core participants (development services, planning director, parks and rec, downtown departments and outside partners as needed), and formalize a 45-minute developer review slot with a 15-minute reset time.
The town opened the public hearing, had no speakers, closed the hearing, and the board moved, seconded and approved the amendment as submitted by voice vote. Staff said the amendment largely codifies existing practice and will clarify roles and timelines for applicants and external partners. Commissioners asked about overlap with Chatham Park review processes; staff said Chatham Park would have separate meetings to avoid conflicts, though membership of participants overlaps by necessity.
The amendment was approved by the board and will be codified into the UDO; staff will implement scheduling and notification practices described in the amendment.
