Black Mountain council approves traffic study for Sutton/Black Mountain intersection, caps cost at $10,000

The Black Mountain Town Council voted to pursue a traffic study for the intersection of Sutton Avenue and Black Mountain Avenue and set a budget cap of $10,000 for the study, directing staff to proceed and return with options.
Resident Sharon Hill presented a map and recommended short-term and long-term fixes, including installing a small island, moving the yield sign and adding a three-way stop and marked crosswalks. "But what I really prefer is that you make this a 3 way stop," Hill said while describing her suggested configuration and showing the council a diagram.
Staff and council members discussed interim measures such as repainting faded striping and relocating the yield sign closer to the depot. Staff estimated a typical traffic study cost at about $5,000; council members agreed to cap the initial contract at $10,000 so staff can hire a firm immediately if the quote is within that cap. The direction was approved by voice vote.
Council members said they want the study to present multiple solution options and price points so the council can weigh lower-cost interim changes against larger construction alternatives. The council asked staff to bring an ordinance or code amendment back if changes to park hours, signage or curb geometry are required as part of the solution.
