Winona County public-health staff outline foundational responsibilities and local priorities

Winona County public-health staff delivered an overview of the history, statutory basis and structure of local public health in Minnesota and described the county’s community-specific priorities at the board’s Jan. 13 meeting.

Presenter Jill (crediting Jackie Henderson for the slide deck) summarized the development of local boards since the 19th century, the Community Health Services Act, the Local Public Health Act, and the state–local Community Health Services System that governs funding and responsibilities. She described five foundational priority areas (communicable disease control; chronic disease and early prevention; maternal, child and family health; access and linkage to clinical care; environmental public health) and eight organizational capabilities counties need to deliver services.

Jill highlighted local programs in Winona County — family home visiting, WIC outreach clinics in St. Charles, mental-health and substance-use initiatives — and the county’s approach to assessment and the Community Health Improvement Plan (CHIP). Commissioners asked for clarity about oversight, how state grant funds are targeted, and whether the commissioner of health’s political appointment affects continuity; staff said grant funding drives some program activity and that the county will prioritize local needs and partnerships. Commissioners requested continued updates and acknowledgment of partnerships with Winona Health and community organizations.

The presentation concluded with a question period; staff noted a separate Foundational Public Health Responsibilities grant that includes a communications subcontract (linked to the earlier approved cannabis education agreement).
