The Delray Beach Downtown Development Authority on Jan. 12 approved a full waiver of venue fees to support a three‑day Reggae Festival proposed by the Spady Museum and festival producer Lloyd Stanberry. Charlene Farrington, executive director of the Spady Museum, told the board the Cultural Council for Palm Beach County had awarded the group a grant and asked the DDA to act as fiduciary. “We are here to request yet again your support for a fee waiver or minimally a fee reduction on a new program that we are launching,” Farrington said.
Board members discussed operational details including fencing, tenting, concessions and limited alcohol service. Producer Lloyd Stanberry described the event as a combined music, film and visual arts program spread across three days. Several board members expressed support for a full waiver and noted the event’s cultural importance and a fundraising element for victims in Jamaica.
A motion to waive all venue costs and provide additional staff partnership support was moved, seconded and approved by the board. Staff will coordinate details — including vendor and concessions arrangements — and return to the board as needed. The board asked organizers to work closely with DDA staff and the Old School Square team to minimize city expenditures while maximizing community benefit.
The approval is procedural; no additional budget appropriation for policing or other city services was specified at the meeting, and organizers indicated willingness to negotiate concessions and vendor arrangements with staff.
