Marshall County Board declares vacancy after Supervisor Kevin Goodman’s death, outlines appointment and election options

The Marshall County Board of Supervisors on Wednesday adopted Resolution 20260006 declaring a vacancy in the office of Supervisor following the death of Supervisor Kevin Goodman, effective Jan. 7, 2026. The board voted to approve the resolution after a brief memorial and procedural discussion.

County Attorney Jordan Gaffney explained the two legal mechanisms for filling the seat under the Code of Iowa: appointment by a three-person committee or a special election if voters file a petition. "By law, there are two ways that vacancy can be filled — through a special election or through appointment," Gaffney said, adding that the appointment committee would include himself, the county auditor (Nan) and Deann. He said a petition to trigger a special election would require about 1,700 signatures.

Gaffney told the board the appointee or the person elected would serve the remainder of the term through 2028. The county estimated a countywide special election could cost roughly $15,000–$17,000. Board members discussed the timeline for candidates who are appointed but later wish to run in the regular nomination and election process in March, June and November.

The chair moved to adopt the resolution, a motion that was seconded and approved by roll call. The resolution as read by the chair expressed the board’s condolences to the family of Supervisor Goodman and declared the vacancy in the office.

The board said it will publish formal notice of the intent to fill the vacancy by appointment and proceed according to Code of Iowa procedures unless a valid petition for a special election is submitted.

The board adjourned the discussion and moved on to other agenda items. The next regular session is scheduled for Jan. 28, 2026, at 9 a.m.
