Garfield Coleman, Director of Safety and Risk Management, and Jasmine Elmore, the county’s HR director, said the handbook has policies and procedures combined, creating legal and operational risk. "Our county objective should really be clear, and have a modern, legally compliant, employee handbook that protects employees and the organization," Elmore said. County staff told the board the law firm will review existing policies, identify items that should be removed as procedures, and recommend revisions; any substantive drafting beyond the initial review would require a separate contract.
Supervisors requested a clearer scope of services and suggested Hopkins & Huebner perform an initial review and return with a recommended scope and timeline for drafting work if needed. The board approved the not‑to‑exceed $15,000 review on a motion and second; staff will schedule a follow‑up meeting with the firm to narrow timelines and deliverables.
