Decatur sets public hearings on nuisance abatements, reviews change order and accepts plats

Staff also described Resolution No. 26017 (abatement at 612 3rd Ave. SW), noting the owner is deceased with no heirs and the property is in very poor condition.
On contracts and construction paperwork, staff presented Resolution No. 26022 to authorize the mayor to sign Change Order No. 3 for the event center. Hunter Allen and Jacob from Frameworks described line‑item removals and tax corrections that reduced the change order amount; staff said the actual scope of work remained unchanged and provided an updated figure to staff that day (125,435 as presented to Stephanie).
Alejandra from the engineering department recommended that the council accept public improvements at Holland Meadows (Resolution No. 26023) and pointed out a typographical date in the resolution letter that should read Jan. 20. Representatives from the downtown design group described a downtown streetscape assessment that will produce a report and preliminary budget numbers for plantings, paving, lighting and irrigation across Lower Bank and 2nd Avenue and coordinate planting choices with the 6th Avenue work.
Unidentified Speaker 16 (Herman) explained Resolution No. 26025, a city acceptance of two parcels needed for a parking deck for the Cook Museum of Natural Science; staff said the museum will convey the parcels so the city can own them and improve the city's posture for a grant application, with the understanding the city will later convey property back to the museum for expansion work.
Several ordinances were listed for upcoming hearings, including Ordinance No. 264635 (pre‑zoning related to annexation) and Ordinance No. 264632 (group annexation for Kade Utility property). Staff also discussed timelines and procedures for suggested amendments to the short‑term rental ordinance and the need to make amendments promptly to avoid re‑advertising or a double vote.
No final votes on the listed resolutions or ordinances were recorded during the work session; the items were presented for review and scheduled for future hearings.
