The motion, amended during debate to clarify that in‑person speakers (city residents and any attendees who physically appear) will receive three minutes while nonresident callers will be limited to one minute, reflects months of competing requests: some council members and residents favored the evening slot for working people, others said noon is more useful for residents who can attend at lunch and ensures public comment occurs before late‑night votes.
Council also considered, but did not adopt, a 90‑minute cap on the noon comment window. That proposal failed; council instead agreed to procedural limits and staff said they will implement registration and timing procedures and publish the change in meeting notices. Supporters said the change restores public input earlier in the meeting and gives attendees a predictable time to speak. Critics said the noon timeframe could disadvantage some working people and urged the city to preserve alternate methods (virtual comment, recorded video submissions) and to review the policy after a trial period.
