Council approves Measure S fall 2025 street-repair contract and change order

Crescent City — The City Council on Oct. 6 approved plans, specifications and a construction contract for the Measure S Fall 2025 street-improvement project and authorized a change order to add work on 8th Street.
Director Yeager told the council that a prioritized paving program produced a bid from ST Roads Construction (ST Rhodes) of $349,000 for the core fall project. Because of favorable unit pricing the staff recommended a change order (number 1) adding about 24,000 square feet and roughly 449–490 tons of asphalt on 8th Street; that change order was estimated at $152,000. With a recommended $50,000 contingency the total approved authorization is about $552,000.
Yeager said the Measure S program was created to repair the city’s most degraded streets and outlined a three‑project staging plan; staff emphasized the intent to use unit‑cost efficiencies and to get more pavement work accomplished without exceeding the Measure S commitment to voters.
Councilmember Candice moved to approve the plans and construction contract, authorize the manager to sign the contract with ST Roads Construction Inc., approve change order #1 for 8th Street repairs, and allow future contract change orders in aggregate not to exceed $50,000; the motion carried unanimously. The council also found the project categorically exempt under cited CEQA classes in the staff report.
