- Resolution 1590 (adoption of the City of Waupaca Comprehensive Outdoor Recreation Plan 2026'2030): Moved by Martin, seconded by Olsen. Roll-call vote: 10 ayes; motion carried.
- Appointment of Dretske Law Office for municipal prosecutor (attorney Luke Drutsky introduced): Motion moved and seconded; roll-call vote: 10 ayes; motion carried. Staff said prior contract with the former municipal prosecutor was not renewed and no local proposals were received during solicitation.
- License report #1743 (dance hall licenses) and license report #1744 (operators/bartender licenses) were approved by motion and voice vote.
Separately, a council motion that would have blocked staff action on vehicle transfers until a finalized lease was provided failed on roll-call (2 ayes, 8 noes).
