McAllen commission approves consent items, rezoning and authorizes actions after executive session

The commission also approved a motion "to amend the zoning ordinance of the city of" (transcript reads "McDowell"); the commission record and meeting context indicate the governing body is the McAllen City Commission, and the reference to "McDowell" appears to be a transcription error.
On the consent agenda, items a through k were approved after a motion and second; two items (2a and 2k) were referenced during the motion sequence. The meeting included a presentation and acceptance of the public-works recommendation to award the stormwater contract and an ordinance to call a special election on May 2, 2026 (covered in separate articles).
Staff briefed the commission on several planned future agenda items: a city hall design update with additional architect renderings, a downtown master plan, parks master plans, a convention center master plan and a status update on 17th Street. Commissioners discussed scheduling a workshop or special meeting (including the option of a lunch meeting) to address those items more quickly.
After a recess for executive session, the commission returned and the city counselor recommended a motion authorizing the mayor, city manager and city attorney to proceed as described in the executive session; the commission approved the authorization by voice vote. The meeting adjourned with no further business. Staff noted that regular commission meetings are held on the second and fourth Monday of each month and that meetings are broadcast on the McAllen cable network on Tuesdays, Thursdays and Saturdays.
