Council holds first readings on building-code zoning changes and three-map amendments to 2030 comprehensive plan

The Waupaca Common Council heard first readings on two land-use items that will return for future action.
Community and Economic Development Director Juliana Stos explained Ordinance 17-2025 (first reading), which would amend chapter 14 (building code) and chapter 17 (zoning) to align exclusions for agricultural outbuildings with state building code, clarify the scope of building-permit waivers for commercial agricultural operations, and add a definition of "agricultural structure" in the A-1 agricultural district (classifying such structures as accessory rather than primary). Stos said that electrical and plumbing work would still require permits when applicable and that zoning applications (site plan or use application) remain necessary to confirm setbacks and dimensional standards.
Stos also summarized the first reading of Ordinance 01-2026 to amend the City of Waupaca 2030 comprehensive plan future land use map for three parcels. The proposed changes would re-designate the Waupaca Curling Club property at 216 South Franklin Street from parks and conservation to community mixed-use to accommodate an anticipated rezone and commercial addition; two other parcels owned by the city would be added to adjacent park properties and carry a parks/conservation designation and potential future rezoning to resource conservation.
Both items were presented as first readings; no council actions to adopt were taken tonight. Staff said the ordinances will return at the next council meeting for final consideration.
