Council approves 5-year Harbor House lease with Buoy LLC

The Coeur d'Alene City Council voted to approve a five-year lease with Buoy LLC for concession services at the Harbor House on Jan. 6. Parks/Harbor staff described the vendor as a long-time contractor (since 2016) and said Buoy LLC seeks to operate year-round subject to HVAC and fire-code upgrades and approvals.
Bill, a parks/harbor staff member, told the council the company wants to extend its season and may operate from two mobile-cart locations within city parks. He said winter operation will not begin until the building- and fire-department code requirements are satisfied. “They've done an excellent job…they're very creative,” staff said, adding that the vendor agreed to the negotiated lease rate after a public bid process.
Councilmember Kiki Miller questioned comparable lease rates for premium lakefront property and whether the extended season effectively expanded the vendor’s footprint. Staff responded the bid laws governed the process, that the vendor’s footprint had not been expanded (only the season), and that the negotiated amount reflected the bid outcome.
A motion to approve resolution 26-002 (the five-year concession lease with Buoy LLC) was made, seconded and approved by roll call with unanimous affirmative votes.
Next steps: Staff will finalize lease documents and require the vendor to satisfy building and fire-code items before commencing winter operations.
