The General Services Committee on Jan. 12 voted to advance to the full City Council a proposed professional services agreement with Best Day HR to complete a citywide classification and compensation study.
City Administrator Troy Thymieson said the city’s last comprehensive study was in 2017 and recommended hiring Best Day HR for a roughly $55,000 contract to complete leveling across approximately 22 pay grades and 13 departments within about 90 days. He said the cost was expected to be covered primarily from savings in professional services and existing line items in Human Resources.
Council members sought clarification about scope, hourly rates and potential cost overruns: the consultant provided a flat estimate of $55,000 and an out‑of‑scope hourly rate quoted at $185. Thymieson and the consultant representative said the $55,000 cap should cover the stated scope and that additional hours would be billed only if the council requested work beyond that scope.
One council member proposed an internal alternative estimated at $15,000 and urged that department head Katie be included on the project team with a five‑year implementation plan to phase any market adjustments. Staff and other council members noted the value of an independent consultant and asked staff to provide examples of the vendor's methodology and a clearer breakdown of hours and deliverables before the council acts.
The committee voted to place the item on the next full council agenda for discussion rather than approving the contract at this meeting.
