Tumwater committee directs staff to place HCP Phase 3 contract amendment on Jan. 20 consent calendar

The City of Tumwater General Government Committee on Jan. 14 reviewed Amendment 1 to a Phase 3 service provider agreement with ICF Jones and Stokes LLC for the Bush Prairie Habitat Conservation Plan and directed staff to place the amendment on the Jan. 20 City Council consent calendar with a recommendation that the council approve and authorize the mayor to sign.
Brad, a city staff member presenting the item, said the amendment "only extends the term of the agreement with ICM, does not make any other changes." He described Phase 4 as the production of the revised habitat conservation plan and related environmental review and said the Phase 3 work being extended focuses on implementation tasks such as tracking and monitoring.
On funding, Brad said a large portion of the contract is funded by a grant and clarified in the meeting that those are "US Fish and Wildlife monies that are being managed by WFW." He told the committee the city's match is "just slightly under $40,000" of a total $225,000 grant. Committee members asked whether the amendment altered the budget; Brad said it does not change the contract amount.
The committee approved routine minutes from Nov. 12, 2025 by voice vote earlier in the meeting and then considered the staff recommendation on the contract amendment. After the presentation, Council member Swerthed out stated the recommended action to place the amendment on the Jan. 20 council consent calendar and asked staff to make that placement; Brad acknowledged the direction.
Committee discussion also touched briefly on meeting protocol and whether staff should convene a committee for a single-item meeting, with some members favoring the use of the consent calendar for timely contract items.
The committee adjourned after completing the single-item agenda.
What’s next: The amendment is scheduled to appear on the Jan. 20, 2026 City Council consent calendar for consideration and potential authorization by the mayor.
