Gardena reallocates roughly $693,000 in CDBG funds to residential rehab; council 4–1

Gardena’s City Council approved a substantial amendment to the fiscal year 2025–26 Community Development Block Grant (CDBG) annual action plan that reallocates $693,009.82 to the residential rehabilitation program.
Staff explained the amendment moves $90,624.24 from the Fair Housing Services and Community Food Pantry Services programs and $603,003.58 from prior-year rollover funds to support increased demand for residential rehabs. The staff report stated there will be no reduction in fair-housing or food-pantry programming because those services will be funded by the city’s general fund going forward.
Council member Paulette Francis pressed staff on the source and sufficiency of funds and asked why the rollover money had not been spent earlier. Staff said prior administrative lapses and the time-intensive nature of rehab projects contributed to the unspent balance; the administration has moved the CDBG program into a new staff lead and is making progress on projects.
"My biggest issue is that part of this is coming from the community food pantry services program," Francis said during the hearing, expressing concern about using CDBG funds previously allocated to food services even though staff said the city will replace that funding with general-fund dollars.
The motion to approve the substantial amendment passed 4–1, with Francis voting no. Staff will submit the amended annual action plan and supporting documents to the U.S. Department of Housing and Urban Development (HUD) as required.
