HCPF said more than 17,000 Coloradans have enrolled in Community First Choice and that a new children's waiver (Children with Complex Health Needs) launched July 1, 2025 with over 1,000 children enrolled; enrollment remains rolling through the transition year.
HCPF staff provided a status update on Community First Choice and related waivers at the council meeting.
The department said CFC launched on July 1, 2025 and reported ‘‘a little over 17,000 members successfully enrolled in CFC,’’ including almost 700 who are CFC‑only members. HCPF reiterated that enrollment is rolling during the transition year, which the department said runs through June 30, 2026; members who receive services moved to CFC will enroll at their continued stay review.
Staff also reviewed a July 2025 launch of a consolidated children's waiver (Children with Complex Health Needs) that merged two prior children’s waivers. HCPF reported ‘‘a little over 1,000 children’’ are enrolled in the new waiver and that those children will enroll throughout the year at their continued stay reviews; members from the prior CLLI waiver were automatically switched on July 1, 2025.
HCPF encouraged stakeholders to report any issues encountered during the transition and provided a contact inbox (hcpf_cfc@state.co.us) for CFC‑related questions.
