Board approves $190,700 engineering task order for Orchard Street streetscape

The Itasca Village Board voted Jan. 6 to approve task order 23-R0682.1 with Robinson Engineering for final engineering, bidding and construction engineering services for the Orchard Street streetscape project in an estimated amount of $190,700.
Trustee Daley introduced the item and said the packet outlines the scope for both design and construction engineering and cites an estimated construction cost of $1,200,000. He said there is budgeted money for the work and recommended approval.
“Right now, looking at the damage to the road … it looks like it's gonna be a complete reconstruct,” said Mike Subers, a village staff member involved with the project, adding that the final determination will depend on core samples and the final design. Subers said that, if reconstruction is required, “very possibly there will be full closures,” but staff will coordinate with downtown businesses and aim to maintain at least one-way traffic or staged access.
Board members discussed downtown parking impacts. Staff reported one salon on the block lacks rear access and could be disproportionately affected; the mayor asked staff to research a possible business continuity grant to help affected businesses. Staff said they will research similar grants used by other communities and expect to present options next month for inclusion in the next year’s budget.
Trustee Daley moved to approve task order 23-R0682.1 for Robinson Engineering in the estimated amount of $190,700. The motion passed on roll call with Trustee Leahy recorded absent.
The board’s approval authorizes Robinson Engineering to proceed with final engineering and construction-phase services; the contract amount for construction itself was described in the packet as approximately $1.2 million, with engineering fees calculated as percentages of that estimated construction cost (design at roughly 8.5% and construction engineering about 7.4%). Next steps include core sampling, final design, and a construction schedule that the village said will include traffic maintenance planning and outreach to affected businesses.
