Staff proposed a supplemental questionnaire, clarified ordinance language, and suggested using software-driven checklists to simplify submissions. The deputy city attorney warned that once issued a liquor license becomes a property right and the city faces a high legal burden to revoke or take back a license, so front-end diligence is preferable.
Council members debated the level of detail required from applicants. Suggestions included a simple floor plan (sketch acceptable), a basic business description or short business plan, and limiting quota licenses to one per tax parcel. Some members argued against a heavy economic-impact questionnaire that would favor well-financed applicants; others favored objective checklists and "first-in" priority to avoid subjective "beauty pageant" decisions.
Council directed staff to pare and refine the draft, explore software-driven checklists and permitting workflows, and return the updated policy to council in approximately two weeks.
