Council lays over Quick Pantry Pub beer-license application to Jan. 27 as alcohol-policy work continues

The Oshkosh Common Council voted on Jan. 13 to lay over consideration of a class B fermented malt beverage license application from Quick Pantry Pub LLC (1212 Porter Ave.) until the Jan. 27 meeting as staff continues work to refine the alcohol-beverage application policy.
Councilor Bulow moved to lay the item over, citing ongoing work to develop application procedures and policy clarifications; the motion to lay over passed on roll call (5-1). One councilmember said they preferred to award the license now because the business had completed its application work, but most members supported the layover so the council can coordinate the policy changes currently under discussion.
The layover means the application will return to the Jan. 27 council agenda for formal action after staff evaluates policy updates recommended by council members during the Jan. 13 workshop and discussion.
