The authority approved the minutes of its Dec. 11, 2025 meeting (recorded with one abstention by Senator Boyseco). Members also adopted the authority’s annual electronic participation policy as required by state code.
The nominating committee recommended, and the authority approved, reappointing Phyllis Randall as chair and appointing Mayor Davis Younger as vice chair for calendar year 2026. The body also appointed Kelly Burke, Mayor of Leesburg, as the nonvoting town member for 2026 after consulting the five largest towns.
On a funding item, NVTA approved a staff recommendation to reallocate $7,436,018 in Regional Surface Transportation Program (RSTP) funds from UPC 29080 (a donor Route 28 widening project that the staff said is complete) to UPC 124346 to support Route 234 Business improvement projects in Prince William County. Chair Jefferson moved the recommendation; the chair seconded and members voiced assent. The meeting record did not include a full roll‑call tally for that motion.
