Cumberland County commissioners approve slate of procurement, legal and corrections contracts; authorize grant applications and litigation assignment

What the board approved: Resolutions on the agenda that passed included change orders for contracts providing drug and alcohol treatment services for the county’s Alcohol and Drug Abuse Services Office (RFP 23-61), an award for HVAC maintenance services for county buildings (Bid 25-56), awards for software support and records-management services, a five-year $89,400 managed print services contract for Division of Social Services, copier leases and maintenance, and multiple professional-services contracts and re-advertisements to broaden counsel rosters (RFP numbers 25-58 through 25-65). The board also approved a contract with Care Health Network to provide COVID-19 testing for the Department of Corrections as mandated by the U.S. Department of Justice.
Legal actions and appointments: Commissioners authorized assignment of the litigation matter Kimberly Mitchell v. Cumberland County (Appellate docket A000586-25) and voted to appoint members to the Cumberland County Utilities Authority. The board approved Resolution 2026-35 to apply for and accept a Fiscal Year 2024 Justice Assistance Grant from the New Jersey Department of Law and Public Safety, Office of the Attorney General, on behalf of the Cumberland County Prosecutor’s Office.
Procedure and closed session: The board voted to open a closed executive session under the New Jersey Open Public Meetings Act (NJSA 10:4-12) to discuss collective bargaining, litigation and employment matters (Resolution 2026-38). The meeting also included a record of roll call votes for each resolution and the formal motion and second recorded for the consent and action agenda.
Public comment and follow-up: During the public comment period, a resident asked about Resolution 16531, which staff said would revert the county’s claims-payment process to a prior 2018 practice and return to weekly vendor payments to resolve conflicting policies. Steve Soloff, a civic advocate, urged the county to publicize upcoming fire district elections and boost turnout; his comments did not trigger a board vote.
What’s next: The chair reviewed agenda items slated for the Jan. 27 meeting and read numerous resolution and bid numbers into the record. The board took no substantive policy votes beyond the listed resolutions at this meeting; several contracts and professional-service awards will be re-advertised or repeated in future procurement cycles.
