Oakland County moved to replace its jail medical services contractor after the previous provider, Wellpath, entered Chapter 11 bankruptcy. County procurement staff told the committee they issued a competitive solicitation and received four proposals; the evaluation committee recommended VitalCore Health Strategies as the most responsive and responsible bidder.
Aaron Wagner, the county’s chief procurement officer, said the RFP was issued after the bankruptcy notice in November 2024 and added that corporation counsel, the sheriff's office, management and budget, and the health department participated in the evaluation. Wagner said teams verified viability and spoke with other counties that had transitioned providers.
Frank Fletcher, VitalCore’s president of marketing, said VitalCore currently serves about "93,000 incarcerated individuals in about a 160 locations in 18 states" and has 10 other county contracts in Michigan plus a statewide contract with the Michigan Department of Corrections. County and jail officials told commissioners they did reference checks with Kent and Genesee counties and received positive feedback.
Commissioners pressed on continuity and operations; county and jail representatives said the new contract increases nursing staff and adds a registered nurse at the book‑in/intake station to triage medical issues rather than relying on deputies. The sheriff’s office representative expressed strong support for the selection. The committee approved the contract by voice vote (recorded as 6‑0) to move forward with VitalCore as the jail medical services provider.
