At its Jan. 13 meeting the Garden Grove City Council approved three public-works contract awards focused on water infrastructure and roadway maintenance.
Staff recommended and the council approved a professional-services agreement with Civiltech Engineering Inc. for design services related to the Well 29 restoration project. Deputy Director Sam Kim said Well 29, a critical component of the city's water production system, suffered fire damage on Aug. 29, 2024, and the recommended contract for engineering services totals $687,085.90. Kim noted there is no general-fund impact because the cost will be reimbursed by the city's insurance carrier.
The council also approved an award to American Asphalt South Inc. for on-call slurry-seal services. The initial performance period contract limit is not to exceed $550,000 for Jan. 1'June 30, 2026, with four optional one-year renewals that could be up to $1,100,000 per year.
Finally, the council awarded a construction contract to Canyon Springs Enterprises for the Trusk Reservoirs rehabilitation (two 5-million-gallon reservoirs), accepting the lowest responsive bid at just under $3.8 million. Staff said construction can begin in February 2026 with completion expected by January 2027; financing is included in the capital improvement budget and will not impact the general fund.
All motions carried on recorded 7-0 votes.
Next steps: execute agreements and schedule construction and maintenance work per the projects' timelines.
