Applicant Dennis Mealy said the property had been rezoned by the city commission and that permitted uses were limited by a restrictive covenant; the proposed storage facility would offer up to 24 units and is oriented behind other buildings and a school. Several board members and public speakers objected to what they described as a bright 'racing yellow' accent, arguing it is incompatible with nearby uses and could be visually distracting. The applicant and staff responded that the building is set back behind other structures, the white is the dominant color and the yellow is intended as an accent; staff also said the design review committee (DRC) did not find it incompatible.
The board voted to approve the site plan with the staff conditions in the staff report. Members asked the applicant to provide paint-chip samples and to remain sensitive to color during the final design and permit process.
