Skowhegan Select Board approves routine permits, cruiser payment and accepts deputy fire chief hire

The Skowhegan Select Board on Monday approved a series of routine permits and spending items and noted a personnel hire and an equipment donation.
Town Manager reported the hire of a new deputy fire chief, Anthony Barton, who "is gonna start in February" and comes to Skowhegan from Augusta, the manager said. Chief Johnston told the board the fire department's mission is "life safety, property conservation, incident stabilization" and defended the department's property-conservation actions after public feedback.
The board approved a renewal application for on-premises beer, wine and spirits for Door Group LLC (Old Mill Pub) and approved junkyard permits for David Folsom the second (David and Daughter Towing LLC) and Brian Keat of Kennebec Metal Recycling at two locations.
On police spending, the board authorized Chief Buckman to use capital-reserve funds to cover the first payment and outfit a 2025 police interceptor as part of a three-payment lease program; Chief Buckman explained the lease had three installments (about $19,000 each), includes lights, sirens, radios and other equipment, and provides an option to purchase the vehicle for $1 after the final payment. The chief described efforts to rotate vehicles to reduce wear and maintenance costs.
Chief Buckman also asked the board to accept a donation of tourniquets, holders and glove pouches valued at about $250 from former chairman Todd Smith; town staff approved accepting the equipment.
The board approved the treasurer's warrants as written and moved into executive session under "MRSA title 1 section 4056a" to discuss personnel matters.
