Aventura adopts micro-mobility rules for e-bikes and scooters, sets sidewalk speed limit and enforcement framework

On second reading the commission adopted a new code article regulating electric bicycles, motorized scooters and other micromobility devices. The city manager explained the ordinance defines class 1, 2 and 3 e-bikes, authorizes operation of these devices on designated streets and multiuse paths (with limited sidewalk operation), and sets several safety rules: a maximum speed of 10 miles per hour on sidewalks, a requirement to yield to pedestrians, use of audible signals when passing, mandatory helmets for operators under 16, front and rear lights for evening operation, and a requirement that e-bikes be under pedal power when operating on sidewalks and pathways.
The manager said enforcement will be handled by the Aventura Police Department under administrative rules the manager may adopt; violations will be civil infractions carrying fines (first offenses may receive warnings) and the city will run an education and enforcement campaign. The manager also mentioned donated helmets to support child safety.
