Commissioners adopt precinct, records and district‑balancing resolutions and approve a fire‑district annexation

Kootenai County commissioners on Jan. 13 approved a package of governance items including records retention resolutions, election precinct reestablishment, annexation into the county fire district and minor commissioner‑district map adjustments.

Asa Gray presented two resolutions to classify and destroy elections records that have surpassed statutory retention periods; Gray said the department moved to a barcode inventory system and appended exhibits rather than listing individual records in the resolutions. Commissioners approved both resolutions.

Gray also presented a resolution establishing election precincts as required by Idaho code; he said boundaries remain unchanged from the commissioners’ 2025 adoption, with Precinct 209 added earlier, and staff must submit precinct information to the secretary of state by Jan. 15. The board approved the precinct resolution.

Dave Christiansen presented the required biennial commissioner district balancing review under Idaho code 31‑7‑704. After running numbers staff recommended no major population changes but proposed four minor map adjustments (correcting a utility‑structure line, consolidating a precinct, and fixing two shoreline drawing errors). Commissioners approved the map adjustments and the follow‑up establishment resolution.

Dave Ferguson told the board that Kootenai County Fire and Rescue District held proper notice and approved annexation for a contiguous property that qualifies for annexation; the board accepted the annexation.
