Summary
After debate over cost and staff capacity, the Bedford County Board of Commissioners voted 16–0 to begin livestreaming Planning Commission and Board of Zoning Appeals meetings; an amendment to send the issue back for a cost estimate failed 5–11.
The Bedford County Board of Commissioners voted unanimously to begin livestreaming the county’s Planning Commission and Board of Zoning Appeals meetings following a heated debate about funding and staffing.
Opponents argued the county lacked an appropriation and sufficient audiovisual staffing to absorb the additional workload. “I voted against this because I think if we're going to livestream everything, we should livestream all of our committee meetings,” said Commissioner Vick, who led objections based on cost and staffing. He added that the county needed a clear funding plan and that IT staff were not AV specialists.
Commissioner Tony Smith moved an amendment to send the livestream proposal back to the Rules & Legislative Committee to produce a price tag for Finance to review; that amendment was seconded and defeated in a roll-call vote, 5 ayes to 11 noes. The chair then called for a vote on the original motion to livestream the two meetings; it passed 16–0.
Josh from the county IT team described the practical challenges and scope of covering additional boards and off-site meetings, saying the office was sympathetic to transparency goals but needed clarity on which meetings the county intended to cover and what equipment or staffing would be required.
Votes at a glance: - Amendment (send back to Rules & Legislative for cost estimate): failed, 5 ayes, 11 noes. - Main motion (approve livestreaming Planning Commission and Board of Zoning Appeals meetings): approved, 16 ayes, 0 noes. - Other routine approvals on the January agenda included approval of minutes, election of February notaries, board reappointments, the county road list, EMS write-offs for December 2025, and a multi-year Lifetouch agreement for Southside School; each was moved, seconded and approved as recorded by the clerk.
The commission’s action will begin with the two board meetings discussed; commissioners who pressed for broader coverage said they want a follow-up plan for funding and staffing when additional committees are considered.
