City approves design contract for Downtown Greenway connection, including Orr Street streetscape

Anderson City Council voted to award a design contract to Bolton & Mink (not to exceed $384,000) to develop routing alternatives, public engagement materials and an Orr Street streetscape for the Downtown Greenway connection between Lindley Park/rec center and downtown.
Assistant city manager Andrew Strickland said the contract includes producing multiple routing options, public renderings, community drop‑ins and construction administration. Bolton & Mink’s representative said staff intends plans to be completed by the end of the year, though the schedule depends on public engagement and feedback. Staff said funding for the trail portion is budgeted in the capital improvements plan.
Councilors asked staff to coordinate the streetscape with planned repaving of Main Street in 2026 to avoid rework. Staff said the design will include options for which side of Whitner Creek the trail should run and how the trail would interact with Downtown Anderson around Textile Point, 4th Street and Earl Street.
A motion to approve the contract and streetscape design fee was made, seconded and passed unanimously.
