Neosho County commissioners approve payroll, contracts, equipment purchases and transfers

Neosho County commissioners on Jan. 13 approved routine payroll and accounts-payable items and several measures to replenish and spend the county's equipment reserve.
The board voted to accept payroll clearing of $187,372.46 and accounts payable of $185,474.90. Commissioner (Speaker 1) moved the payroll motion and Commissioner (Speaker 4) seconded; the vote was recorded as 3-0.
During the meeting the board also approved a one-year extension under the Neighborhood Revitalization Program for repairs at 22125 Trego Road, Parsons, for Steve and Pamela Klein. An applicant (Speaker 5) described unexpected structural damage discovered during renovation, saying, "Our goal is to do it right 1 time." Commissioner (Speaker 1) moved the extension and the motion passed 3-0.
County staff presented renewal of law-enforcement contracts with the city of Saint Paul and another city. Speaker 7 summarized the contracts and asked the chairman and clerk to sign them; the commission approved the renewals by voice vote.
On vehicle procurement, commissioners approved a special purchase to buy two available Chevrolet patrol trucks quoted at $49,008.98 each (Don Hatton Chevrolet) for a combined special purchase amount of $99,796, to be funded from equipment reserves. Speaker 7 described the insurance settlement on a totaled 2023 Ram truck and the lead time on a separately ordered Dodge, noting the insurer's offer of $25,940 for the totaled vehicle.
The board voted to deposit insurance proceeds for wrecked sheriff's vehicles into the equipment reserve. Commissioner (Speaker 4) also moved and the commission approved a $150,000 transfer from the general fund into equipment reserve as adopted in the 2026 budget.
Other administrative items approved included hiring an auction service to sell surplus office equipment (auction set for Feb. 7, $300 fee) with proceeds returned to equipment reserve, designation of official county newspapers and a list of financial institutions (with the Kansas Municipal Investment Pool added), and appointment of commissioners to standing committees.
No action was taken during multiple executive sessions listed on the agenda; the commission returned to open session and adjourned. The board set its next regular meeting for Jan. 20 at 01:00.
