Commission adopts compensation policy, approves CDBG amendment, senior-services contract and equipment repair

At its organizational meeting the Arkansas City Commission adopted several administrative and operational items: a new compensation administration policy, a CDBG agreement amendment, an agreement with the South Central Kansas Area Agency on Aging for senior-center services, and authorization for dozer repairs.

HR Director (unnamed in the record) presented the compensation-administration policy developed with an outside consultant and management staff and said it will guide equitable and competitive pay practices; commissioners adopted the resolution effective Dec. 27, 2025.

On federal grants, the commission approved a first amendment to CDBG agreement number 25-HR-001 with the Kansas Department of Commerce to incorporate updated federal compliance language. City staff said the amendment does not change project scope, funding amounts or the city’s administration of the grant; the grant amount was identified in the discussion as $300,000.

The commission also approved a contract with the South Central Kansas Area Agency on Aging, Inc. to provide personnel management services and use of senior-center space for meal programming after the previous provider lost grant funding. City staff said the agency’s funds come through state-level aging programs and likely federal dollars.

Public works staff requested authorization to accept an estimate for repairs to a 2013 Komatsu dozer. An initial estimate of $20,800.54 (plus allowable 15% variance, excluding freight) was presented; the motion that passed authorized repairs in an amount not to exceed $28,800.54. Staff said the machine had water contamination and was taken to Berry Tractor for diagnosis and repair.
