Annapolis council advances ordinances, adopts committee appointments and refers items to committees

The Annapolis City Council handled a slate of routine and legislative items Monday, approving the consent calendar and moving several ordinances and resolutions through first and second‑reader processes.
After public comment, the council approved the consent calendar (minutes and routine matters) by roll call. On first reader, the council moved Ordinance O1‑26 (property tax changes related to childcare/family child care homes) and referred it to the Finance and Rules & City Government committees. Resolution R1‑26 (FY27 annual statement of performance standards) was moved on first reader and, following Alderman Savage’s request, was referred to the Environmental Matters committee for review of prior draft standards; the city attorney later confirmed that a public hearing is required under code for that resolution.
The council also moved and referred Resolution R3‑26 (water service agreement with Northpointe Property LLC) to Finance and Environmental Matters. On second reader the council reconsidered and adopted standing committee appointment resolutions R47‑25 and R48‑25 as amended; both passed on roll call with ayes recorded.
Several aldermen discussed process corrections after votes and requested additional public hearings where code requires them. The mayor and clerk noted procedural oversights and reaffirmed committee referrals and next steps. No final ordinances affecting tax rates or personnel classifications were adopted on Jan. 12; most items were referred for committee review.
