Staff issues council challenge to boost strategic-plan survey responses; youth priorities highlighted

City staff updated the council on outreach for the citywide strategic plan and issued a voluntary challenge to councilors to help increase survey participation.
Staff member Kayla said the engagement phase is in its final month and reported "320" responses to date, plus more than 50 event responses and upcoming youth-focused events at the high school. Emerging themes from older respondents include downtown revitalization and parking; youth respondents emphasized bike and trail connectivity and affordable housing. "We're seeing an emphasis on revitalization of downtown," Kayla said, and noted youth concerns about mobility and safety.
To boost responses, staff provided each councilor a unique QR code and a packet of 100 printed flyers; staff asked councilors to share the survey through Feb. 6 and said Sarah Singer Wilson's group will send weekly response tallies to the Friday report. Councilors responded with lighthearted competition and staff said they would consider a modest reward for the member who drives the most engagement.
The council accepted the update; staff will continue outreach and report progress.
