Cascade council approves annual appointments, official newspaper and utility rate ordinances

Appointments and newspapers
The council approved Resolution No. 1-26 confirming the city’s annual appointments for 2026 following a motion by Delaney and a second by Hush; roll-call votes were recorded as "Aye." The council also passed a resolution designating the Cascade Pioneer as the city's official newspaper and the Dubuque Telegraph‑Herald as the alternate for publication of ordinances and official notices for the term Jan. 1–Dec. 31, 2026.
Utility-rate ordinances
On the third and final reading, the council adopted amendments to the Code of Ordinances affecting utility billing. Council approved an amendment to Title VI, Physical Environment, Chapter V (Utilities Billing Charges), Section 8 to update water rates (motion by Delaney, second by Gail; roll-call votes recorded as "Aye"). The council also approved Ordinance No. 6-25 (Title VI, Chapter 5, Section 11) amending sewer rent and manner of payment (motion by Hush, second by Weber; roll-call votes recorded as "Aye").
Consent agenda and procedural items
Earlier in the meeting the council approved the consent agenda (minutes, board minutes, liquor license items and claims) and agreed by motion to move one agenda item ahead of another for discussion. Questions about several invoices from MSA related to stormwater research and park and facility planning were clarified during consent review.
