Lake Stevens council adopts Fairley West annexation ordinance for 3.1‑acre site

The Lake Stevens City Council adopted Ordinance 12 13 on Jan. 13, approving the annexation of roughly 3.1 acres on the south side of 20th Street SE known as Fairley West.
David Levitan, the city's principal planner, told the council the annexation was processed as a direct‑petition annexation, the most common method under state law. Levitan said the application met statutory steps including an accepted 10% petition and a later 60% petition tied to assessed value. He said the area is exempt from the State Environmental Policy Act and that the Snohomish County Boundary Review Board accepted the city's request to waive BRB review under the RCW provision that applies to properties under 10 acres and under $2,000,000 in valuation.
"This is for 3.1 acres there on the South Side of 20th Street Southeast," Levitan said while describing the property's location and the staff recommendation to approve the ordinance. He also explained the annexation would carry the existing land‑use designations and require assumption of a proportionate share of the city's indebtedness, as detailed in the ordinance findings and sections.
Following Levitan's presentation, a councilmember moved to adopt Ordinance 12 13 as written; the motion was seconded and approved by voice vote. Mayor (unnamed) announced, "Ordinance 12 13 passes." Levitan confirmed there were no written or oral public comments received before the hearing and that the applicant's representative was available by Zoom during the meeting for questions.
The annexed parcel falls inside the city's Urban Growth Area; Levitan said the UGA maps show this as one of the remaining pieces of UGA land available for future annexation along the south side of 20th Street. Adjacent property owners had been contacted but showed no interest in expanding the annexation at this time, Levitan said.
Next procedural steps for this annexation were not specified during the meeting beyond the council’s adoption by ordinance.
