Staff reports Downtown West agreement met its Gardner Community Center obligation; PRNS recommended contract to Catholic Charities

Division Manager John Tu updated the commission on follow-up questions about the Downtown West development agreement and the $1,000,000 community benefit fund intended for the Gardner Community Center.
Tu said the developer delivered the funds to the city and staff confirmed that the delivery met the development agreement obligation. After neighborhood engagement, the Parks, Recreation and Neighborhood Services (PRNS) department adjusted its approach: instead of deploying funds internally for two years of staff-led programs, PRNS launched a Garden Community Center grant program and issued a facility-management request for proposals.
At the December 16 City Council hearing, PRNS recommended awarding the contract to Catholic Charities, and the council accepted that recommendation. Tu said PRNS had received approximately 21 proposals for the work and that the recommendation followed PRNS scoring of the proposals.
No formal action was required of the planning commission on this follow-up; Tu provided the update in response to prior commissioner questions about compliance and use of the funds.
