County board approves staffing changes and several contracts including tax‑system consultant

Otter Tail County commissioners approved a package of administrative staffing and contracting actions during their Jan. 13 meeting.
Human resources presented a recommended reclassification of a county attorney office support specialist to a fraud support and collection specialist to reflect more paralegal and collections work; the board approved the one‑subgrade change unanimously.
The board also approved adding an administrative specialist position in finance, property and license management, swapping a previously budgeted accounting specialist for an administrative specialist with no net budget impact.
Deputy Administrator Liz Mickelson sought authority for the county administrator to sign a contract with Emerald Waters Development and Consulting to assist with the county’s new property tax system. Mickelson said available conversion funds would cover roughly three months of service and staff would return to committee before extending the contract. Commissioners approved the authorization unanimously.
Separately, the board approved a short‑term intergovernmental agreement in which Otter Tail probation director Michael Schoemer will provide approximately 16 hours per week of director services to Todd Medina Community Corrections at a prorated annual rate (approx. $64,000/year) through Dec. 31 with 30‑day termination notice; the board approved the arrangement unanimously.
Other administrative actions included selecting Widseth to provide architectural services on two family resource center projects funded by Minnesota Department of Education grants (staff directed to proceed within the grant budget and return if fees exceed expected percentages).
