The Scott County Planning Advisory Commission on Jan. 12, 2026, recommended approval of a rezoning and concurrent preliminary and final plat for Westview Acres (case 2024-071). The recommendation will be transmitted to the County Board for final consideration after the applicant satisfies conditions listed in the staff report.
Principal planner Greg Wagner described the request to rezone 24.31 acres of a 114.05-acre property in Section 29 of Spring Lake Township from Rural Residential Reserve (RR1, one dwelling per 10 acres) to Rural Residential Single Family (RR2, one dwelling per 2.5 acres). The applicants proposed three single-family lots in the southeast corner and two outlots, including wetland area. Wagner said Lot 1 would be about 3.35 acres, Lot 2 about 2.51 acres and Lot 3 about 4.28 acres; each lot includes a proposed 5,000-square-foot building pad and primary and alternate septic sites have been identified.
Wagner said Spring Lake Township reviewed the application and recommended approval without conditions. Scott County Environmental Services provided an approval memo indicating the proposed septic sites meet county regulations. Wagner also noted that conservation easements will be placed over wetland areas and the applicant is coordinating with the Scott Soil and Water Conservation District and the Prior Lake–Spring Lake Watershed District for required wetland and easement work.
Applicant representative Chris Kuvish of Kuvish Realty said the lots were not yet sold but that the office has received significant interest in the area, pointing to recent successful plats nearby. “We do not have any of those lots sold at this particular time, but we have been getting quite a bit of inquiry,” Kuvish said.
A commissioner moved to recommend approval of the rezoning and preliminary/final plat subject to the conditions in the staff packet; a second was offered and the commission voted in favor by voice vote. The recommendation includes conditions that must be addressed before the County Board takes final action.
Next steps: applicant must satisfy the listed conditions and complete any wetland and conservation-easement requirements with SWCD and the watershed district before County Board consideration.
