Council preapproves recurring proclamations list and agrees to add Vietnamese Lunar New Year request

Councilors discussed whether to preapprove recurring tier‑3 and tier‑4 proclamations for 2026 so routine recognitions do not get missed. Councilor Brooks and others supported preapproval to avoid gaps when volunteer organizations are busy; Councilor Sacco and others suggested additional staff visibility lists for recurring items. Staff confirmed that preapproval does not prevent groups from individually requesting proclamations later.
The council then considered a tier‑4 proclamation request from the Vietnamese Community of Oregon for the Vietnamese Lunar New Year (Feb. 21). Councilors supported the request and the council indicated unanimous agreement (thumbs up) to add the proclamation to a council agenda. Staff also agreed to add National Mental Health Awareness Month (NAMI) to the preapproval list at council direction.
No formal roll‑call vote was recorded in the work session minutes; staff will place the preapproved list and the Vietnamese New Year proclamation on a future agenda for formal scheduling.
