NDOT staff told the commission that signs for the Music Row economy parking zone will be installed this week and that the department plans a two‑week grace period for education before live enforcement begins Feb. 1.

Emmanuel Matias explained the rate structure being deployed: the non-central economy tier (Music Row) will charge $1 per hour with a $10 daily maximum and a 30‑minute cool‑off period; the central district has a $2 per hour / $20 max structure. NDOT staff said the system will only switch to the lower economy prices when field signage and QR codes are updated and synchronized with the back‑end payment system.

Commissioners asked why signs were changed months after the commission approved economy pricing, whether any motorists were ticketed at the previous higher rates in the interim and whether that created liability. NDOT said the intention was to install signage and activate the new QR codes simultaneously; staff will follow up with legal and operations staff to determine if tickets were issued incorrectly while the signs were still the old rates.

NDOT clarified the rate structure was approved as part of a phase in October 2024 and that the Music Row Parking District was added to the economy structure in August 2025 as an informational item. Commissioners requested follow‑up on the timing and any ticketing issues caused by delays in swapping signs.
